Public Notice of Industrial Users’ Hazardous Waste Reporting Requirements

The Town of Boone, in accordance with federal, state, and local pretreatment regulations, is notifying all industrial users of the requirement to report to the Town of Boone, State of North Carolina Division of Waste Management and Environmental Protection Agency Region IV in the following instances:

• If hazardous waste is discharged to the publicly owned treatment works (POTW) in excess of 15kg (33lb)/month

• If acute hazardous waste is discharged to the POTW in any amount

• If changes to the hazardous waste discharge or program occur

The report should include the name of the hazardous waste, EPA hazardous waste number, type of discharge (batch, continuous, etc.), certification of program to reduce volume and toxicity of hazardous waste. The notification should occur no later than 180 days after discharge commences and will only have to be submitted once per hazardous waste.

If hazardous waste is discharged to the POTW in excess of 100kg (220lb)/month, the report should include the above items and also an identification of the hazardous constituents contained in the waste, an estimation of the mass and concentration of such constituents in the wastestream discharge during the calendar month and an estimation of the mass of constituents in the wastestream expected to be discharged during the following 12 months.

None of the above-listed requirements apply to significant industrial users when the specific hazardous waste is already subject to categorical pretreatment standards.
