Blowing Rock’s first parking deck is on schedule for a May 1 completion date, said Town Manager Scott Hildebran. The two-level deck is located at the site of the former American Legion Hall surface parking lot on Park Avenue.
In March 2008, the Blowing Rock Town Council awarded a $1.08 million contract to Kearey Builders Inc. to construct the American Legion Parking Facility. The total project cost, including construction, architect and engineering fees and contingency costs, is $1.24 million, Hildebran said. Construction began in September 2008.
The parking deck is approximately 62 by 200 feet, creating a net increase of at least 65 new public parking spaces in Blowing Rock. The project also includes enhanced area landscaping and the burying of existing overhead utilities. The town is considering installing a vehicle capacity counter to indicate when the parking deck is full.
Funding for the project comes from the Blowing Rock Tourism Development Authority and “in lieu” parking fees—fees paid by developers who do not provide the number of parking spaces required by the town code.
